Analysis and Solutions for over Budget Estimate of the Hydropower Projects

根据水电工程建设特点,系统分析了水电工程超概算的原因,提出了减小超概算的对策建议,并以四川省田湾河某水电站设计概算与调整概算的实例,进行对比分析,结果表明:准确及时地了解市场价格信息、加大工程前期投入以及严格的建设管理过程,可以在一定程度上减小超出概算的幅度。

According to the feature of hydropower projects,this paper analyzed the reason for over budget estimate systematically and provided solutions for reducing over budget estimate.Comparing the budget estimate with the adjusted estimate of a hydropower station on Tianwan River in Sichuan Province,the result indicated that it would reduce the over budget estimate if we got acquainted with the market prices accurately and in time,increased more resources in pre-construction stage and supervised the construction process strictly.
