摘要
当前,地方政府依托融资平台公司负债成为社会各界关注的焦点,本文通过对陕西省县级政府融资平台公司获取的金融机构授信额度与县级财政经济状况的定量研究,实证分析影响地方政府负债能力的关键因素,得出以下结论:1.财政总收入、预算内收入、可支配财力、国内生产总值是影响地方政府负债能力的重要因素;2.预算内收入、可支配财力、国内生产总值对地方政府负债能力的影响是通过影响财政总收入实现的。
At present,the local government borrowing is a wide focus because of establishing a special finance company named local government-backed investment units.Through quantitative analysis and empirical study,this article explores credit of the special finance company at the county level in Shaanxi and the finance of the county government.Finally,we draw two central conclusions about impacting factors on the ability of local government borrowing.
