Circumstances of Drug-Prohibition Works under the Drug Prohibition Law

《禁毒法》实施以来戒毒工作面临诸多新的机遇,可以概括为:树立了全新的戒毒理念,构建了全新的戒毒体系,实践了全新的戒毒模式,完善了全新的戒毒机制,取得了全新的戒毒效果。然而,机遇总是与困难和挑战并存。戒毒理念需要转变,《戒毒条例》尚未发布,吸毒成瘾及严重,特别是新型毒品成瘾标准尚未出台,社区戒毒(康复)体制机制尚未完整构建,强制隔离戒毒场所管理体制尚未确定,强制隔离戒毒诊断评估尚没有具体办法等困难,制约着戒毒工作的进一步发展。

Since the Drug - Prohibition Law was enforced, drug prohibition works have been facing many new circumstance, including establishing all new drug - prohibition concept, constructing brand - new drug - prohibition system, practicing all new drug- prohibition model and mechanism, and receiving brand -new results. However, opportunities are always coming with difficuhies and challenges. The understanding of drug - prohibition still needs to change, the Drug - prohibition Regulation has not been issued yet, the new drug - addiction standard is still missing, community drug - prohibition/recovery system has not formed in a complete way, the management system of Segregate Drug - prohibition Region has not been settled, the Diagnostic Assessment of Segregate Drug - prohibition is lacking of the detailed rules. Difficulties like these are limiting the further development of drug -prohibition works in China.
