随着枣树规模栽植及突显的产业优势,天津市静海县政府确定了枣树在县农业生产中的重要地位,并制订了以发展枣树为重点的远景规划,先后经历了枣树生产基地县、枣粮间作、枣树林网、百里万亩果园建设及冬枣种植等大发展时期,枣农经营观念也实现了从粗放型生产到高投入高产出的集约型生产的转化,达到了枣树经济效益、社会效益和生态效益的共赢共利。
