贵州小水电代燃料的经验及下阶段发展设想

本文对贵州省小水电代燃料工作取得的成效和经验进行了分析和总结,指出小水电代燃料对促进生态建设和环境保护、改善农村生产生活条件、增加农民收入具有的重要作用;分析指出了当前贵州省小水电代燃料工作中存在问题,提出了解决问题的思路和下阶段发展设想;提出应加大投入,出台优惠政策,加强小水电代燃料工程规划管理,不断扩大小水电代燃料建设规模和实施范围,让更多山区农民受益,更好保护生态环境。

The paper analyzes and summarizes the achievements and experiences of small hydropower replacing fuel work in Guizhou Province, and points out the important role of small hydropower replacing fuel on promoting ecological construction and environmental protection, improving rural production and living conditions, and increasing the income of farmers; analyzes the problems in small hydropower replacing fuel work in Guizhou Province, proposes concepts for solving the problems and development vision in next stage, and proposes to expand investment, introduce preferential policies, strengthen the planning and management of small hydropower replacing fuel project, and continuously expand construction scale and implementation range of small hydropower replacing fuel construction, thereby making more farmers in mountainous areas benefit from it, and better protecting ecological environment.
