水利水电项目后评价的经济评价研究

Economic Evaluation and Research of Post Evaluation of Water Conservancy and Hydropower Project

当前,我国水利水电建设项目后评价总体上还处于试点和摸索阶段。本文以宁东供水工程为例,对工程国民经济、财务及效益进行了后评价研究,对该领域进行了有益的探索和尝试。通过对该项目进行整体国民经济评价,表明工程的兴建是成功的,工程对当地的国民经济和社会发展起到了重要的作用;通过对项目总体财务评价表明该项目财务可行。项目敏感性分析表明工程具有相对较高的抗风险能力,工程的供水效益也显现出良好的前景。

At present, the post-project evaluation of water conservancy and hydropower construction projects in our country is in the experiment and exploration stage. In this paper, the Ningdong Water Supply Project is taken as an example in the post-project evaluation research of the national economy, finance and benefits of the project, and helpful exploration and trial have been made in this field. The national economic evaluation of the whole project shows that the construction of the project is successful and the project has played an important role in the local national economy and the local social development; the general financial evaluation of the project shows that the project is financially feasible. The sensitivity analysis of the project indicates that the project has a relatively high anti-risk capability and the water supply benefits also represent a favorable future.
