三江源是我国重要的生态敏感脆弱区和生态功能区,近年来由于气候条件变化及人为破坏,三江源地区的生态环境呈日益恶化的态势,对国家生态安全形成重大威胁。目前三江源区缺乏科学、合理的生态补偿机制,难以有效调节生态保护者、破坏者、受益者和受害者之间的关系,因此需要探讨如何建立三江源地区多层次的生态补偿体系和以市场为导向的多元化生态补偿机制。

Three river sources is an important fragile and eco-function area. The ecological environment assumed the deterioration trend, and it threatens the ecological security of the whole country for the change of climatic conditions and some anthropogenic destruction in recent years. At the present time three river source areas lack a science and reasonable ecology compensation mechanism, it can not adjust the relations between the ecology protectors, the destroyers, the beneficiaries and victims effectively. Therefore, it is necessary to discuss how to establish a multi-level and market-led ecology compensation mechanism.
