我国水电工程施工质量目前存在着质量意识差、质量控制体系不健全、作业人员技术水平差、责任落实不到位等问题。因此,必须建立健全质量保证体系,推行全面、全过程质量管理,建立质量监督制度,建立质量监理制度。同时,要做好施工中环境保护管理与控制。

Quality of hydropower projects has the problems of poor quality awareness,imperfect quality control system,poor workers＇ technical level;the responsibility to implement is not in place and so on.Therefore,we must establish a sound quality assurance system and implement a comprehensive,full-process quality management,and establish quality supervision system and quality supervision system.Meanwhile,we should do a good job in construction management and control of environmental protection.
