新时期以来农民建房与耕地保护问题的思考

Thinking on Farmers' House-building and cultivated land Protection since the New Period

新时期以来,农村住房建设速度呈日趋加快之势,这无疑反映出了农民生活水平的提高以及新农村建设扎实推进的发展进程,但其中一些无序的、不规范的建房行为亦带来了耕地大量流失的不良后果,直接危及我国的粮食安全。农村居民无序建房的一个突出表现就是宅基地面积超标和"一户多宅";另一个严重后果是"空心村"大量形成。遏制耕地流失应采取的基本对策是规范农民建房用地行为,严格治理"空心宅"现象;坚持节约用地原则,合理规划村庄建设;加快农村城镇化建设,集中住宅节约耕地;严格控制人口增长,改善宅基地分配方式;加强宣传教育工作,提高农民对耕地的法律认识和基层干部的依法执政能力。

Rapid construction of rural house-building since reform and opening-up undoubtedly reflects the improvement of living standards of farmers and solid development process of new rural construction, but some of the disordered and non-standard house-building behaviors cause great loss of arable lands,which directly threaten national food security.An serious performance on farmers' disordered house-building is over area of house site and'one family more than house site';Another serious consequence is a large number of formations of'empty villages'.The basic countermeasures to contain the loss of arable land should be regulate housing land use of farmers,strictly control'hollow house'phenomenon;adhere to the principle of land conservation,plan the village building reasonably;accelerate urbanization in rural areas,put housing land together to save arable land;strictly control population growth,improve the distribution of house site;strengthen propaganda and education,make efforts to enhance the legal awareness of farmers on arable land and grass-roots cadres' ability to govern by operation of law.
