摘要
本文将衡工量值审计(Value for money audit)之核心"三E"理论与项目评估技术进行交融,提炼。借鉴国内外主要四套工程项目绩效评价指标,以"3E"为结构框架设计工程项目衡工量值审计之"三E"指标系29个,结合"3E"三要素关联关系的八种状态,在定量分析的基础上进行总体定性评价。
This paper blends and refines the the ＂Three E＂ theory of Value for Money Audit and the project evaluation techniques.This paper refers to the performance evaluation of four major projects from domestic and foreign,designs the 29 ＂Three E＂ indicator system of the project value for money audit by the ＂3E＂ structural framework,combining with the eight state of the relationship between the ＂3E＂ three elements makes overall qualitative assessment based on the quantitative analysis.
