摘要
地方政府投融资平台的健康规范发展对整个国民经济的强劲复苏至关重要,而其"井喷"式非常规的爆发引起了社会各界的广泛关注。在界定投融资平台内涵和特征的基础上,运用羊群行为理论解释了地方政府投融资平台"井喷"式发展的内在机理,认为这是一种地方政府利益驱动下争夺资源的非理性羊群行为,并揭示了"井喷"式发展蕴涵的风险,由此从治理地方政府羊群行为角度提出防范风险的政策措施。
The sound and standardized development of investing and financing platform of local government is crucial to the strong recovery of national economy.Meanwhile,the unconventional blowouts of this kind of platform have aroused extensive concern in the society.Based on the definition of the platform＇s connotation and characteristics,the paper uses the theory of herd behavior to explan the inner mechanism of the blowouts,which is a rational herd behavior of local government driven by interests,and reveals the risks the blowouts may contain.Hence come the risk prevention policy measures raised from the perspective of herd behavior govermance.May it will enlighten the deveopment and standardization of investing and financing platform of local government.
