摘要
为使俄罗斯经济摆脱资源型发展模式,实现健康可持续发展,俄罗斯政府重启经济现代化进程。从近期看,经济现代化是俄罗斯政府反危机计划的优先方向;从长期看,经济现代化是俄罗斯增强国家竞争力、实现强国梦想的战略选择。为此,俄罗斯政府开始在国内外进行战略布局:打造"俄版硅谷",加快高新技术研发及其产业化进程;调整外交优先次序,在资金和技术上助推经济现代化。但是,俄罗斯也不得不面临一些严重制约经济现代化进程的问题:企业缺乏创新动力、人力资本质量偏低以及低水平的"制度质量"等。因此,俄罗斯这种自上而下的经济现代化将是一个长期艰难、充满曲折的过程。
To rid the Russian economy of the resource-based development mode and realize healthy and sustainable development,the Russian government has resumed the process of economic modernization.This is the priority orientation of its anti-crisis program in the short term and a strategic choice in strengthening national competency and realizing its dream of becoming a powerful country in the long run.For this purpose it has started strategic overall arrangements home and abroad:Forging'Russian silicon' to accelerate high and new tech research and development as well as its industrialization process;readjusting its diplomatic priorities to promote its economic modernization in funding and technology.But Russia is bound to face some bottlenecks gravely restricting the process,such as enterprises lacking innovation motives,low-quality manpower and capital and institutions;hence,the Russian economic modernization from top down will be a long and difficult process full of twists and turns.
