This paper explains the function of colleges and universities scientific and technolog- ical industry in the social economy on the advent of intellectual economy and introduces the devel- opment of foreign high-new science and technology fields. It also analyses the gap between our colleges and universities scientific and technological industry and that of developed countries in the way of development , pattern and function and approaches the measure and the countermeasure about the future development of our colleges and universities scientific and technological industry.
