An example is given to the way for a clean pulp & paper industry, i. e. to develop and make a reasonable use of fast growing forest bases, to greatly adjust the raw material structure and to develop the pulp & paper industry with wood as the main material. In order to set up a forestry-paper integrated system, all the parties concerned from the central government to local governments should take active measures to seareh for the 'standing point' for forestry-paper integration.
