The paper analyzes the industrial basis, superiority and problems existed in the paper making industry of Fujian Province. It gives the goal for development and specific measures in accordance with the market prospect:to take advantage of the industrial basis of Fujian Province and the resources such as forests to transform the large scaled enterprises such as “Nanzhi”and “Qingshan”into modern paper making enterprises and to form paper groups thus realizing the sustainable development of paper-making industry of Fujian Provincc.
