摘要
从科技产出绩效综合评价入手,针对目前组合赋权科技综合评价方法的不足,提出了一种新的科技产出绩效评价方法,即通过因子分析法构建科技产出绩效层次结构模型,并在此基础上构建FA-AHP组合赋权模型。最后,运用该模型对我国内地31个省市科技产出绩效进行了实证研究,进而论证了其可行性和有效性。实证结果表明,77.4%的省市科技产出绩效评价值并未达到平均水平,这一现状亟需引起相关职能部门的足够重视。
This article begins with comprehensive evaluation of the performance of technology's outputs.Since the current combination weighting evaluation to technology has some deficiencies,we propose a new method to evaluate the performance of technology.First,we construct a hierarchy model of the performance of technology's outputs by factor analysis;then,build a combinatorial weighting model: FA-AHP;finally,make an empirical study about the performance of technology's outputs for 31 provinces as well as cities in China.Furthermore,we demonstrate the feasibility and effectiveness of this model.The empirical results show that the evaluation values of 77.4% of the provinces and cities have not reached the average level which should be raised concern by related functional sectors.
