The Study on Construction and Evolution of National Innovation System of China Based on Stratagem Cluster

后金融危机时期,我国重新提出了"探索科技创新举国体制",以期"全面推进国家创新体系建设"。在这种背景下,对国家创新体系概念的提出和发展完善过程进行了回顾,并在借鉴前人研究成果的基础上,构建了具有中国特色的战略群式国家创新体系。最后,从战略群的视角分析了我国国家创新体系的发展、演进,并提出了进一步完善我国国家创新体系的政策建议。

After the financial crisis,China re-proposes ＂The National System to Explore Scientific and Technological Innovation＂,in order to ＂promoting the performance of national innovation system＂.Under this circumstance,the article concentrates on the concept of national innovation system and makes a literature review about the developing process of national innovation system.It also attempts to constructs the national innovation system of China with Chinese characteristics based on previous study.Finally,the paper analyses development,evolution of our national innovation system in the view of stratagem cluster,and proposed further policy recommendations in improving the national innovation system.
