乌鲁木齐市大气污染总量控制和降低机制研究

Total quantity control and reduction system for air pollution in Urumqi

通过对乌鲁木齐市2004-2008年大气环境质量数据的统计和分析,结果显示:乌鲁木齐市的大气污染依然严重,对城市大气污染物实施总量控制将是控制城市大气环境污染的主要手段。根据乌鲁木齐市大气污染源调查,通过对环境许可制度、排污权交易、监控体系建设控制大气污染物排放总量的分析,提出了大气污染物治理措施和目标,为环境管理和有关规划的制定提供决策依据。

Based on the statistics and analysis of data of atmospheric quality in Urumqi,the results show that the air pollution of Urumqi is quite still serious,and implementing total quantity control of air pollutants of city will become the main method for controlling atmospheric quality of city.By investigating the pollution sources in Urumqi and analyzing the methods of total quantity control：pollution emission permits system,pollution emission permits trading and the foundation of monitorring,we put forward the feasible defensive measures and aims for providing references for environmental management and making programme.
