中俄两国边境区域合作开发文献落实问题探讨

Sino-Russian Cooperation in Border Areas and Document Execution

由中俄两国元首共同正式批准的《中华人民共和国东北地区与俄罗斯联邦远东及东西伯利亚地区合作规划纲要(2009-2018)》具有战略意义。因此,一要加强两国边境区域的口岸基础设施建设,为实现海陆联运提供保障;二要注重以项目开发带动劳务输出,努力建设两国边境区域的和谐环境;三要加快推进中俄科技合作园区建设和发展,加强中俄两国的科技合作;四要加强国际合作,引进日韩等国的资金和技术。

The formally approval of ＂Cooperative Planning for Northeast China and Far East-Siberia of Russian＂（2009-2018） by the head of China and Russia is of great strategic significance.Therefore,it is necessary to take measures as follows： 1.to strengthen the port infrastructure in border areas and ensure the realization of joint sea and rail transportation;2.to put more emphasis on project development aiming at promoting labor export and construct regional harmonious environment;3.to accelerate the construction and development of Sino-Russian cooperative zones so as to progress the technology cooperation between China and Russia;4.to enhance international cooperation by introducing investment and technology from Japan,Korea and other countries.
