资源与环境约束下的滨海新区海洋经济可持续发展途径

Economic sustainable development of Binhai New Area based on its resource and environment

滨海新区资源丰富,经济规模不断扩大,呈现出良好的发展趋势,但也面临资源利用不合理、环境污染严重等问题。在分析天津滨海新区海洋经济发展现状和优势的基础上,探讨了该区域面临的资源与环境约束问题,并对这些问题进行了原因剖析,主要原因包括缺少科学规划引导、管理矛盾突出等。最后从建立环境与经济持续发展的综合决策机制、直接管制与间接调控相结合,积极运用经济激励手段控制污染,科学管理渔业,提高灾害防御能力,减少赤潮等灾害发生和加大执法力度实施海洋开发利用的综合管理与统一执法等方面分析了滨海新区经济可持续发展的途径。

With the abundant resources,Binhai New Area＇s economic scale is expanding continuously,meanwhile it is faced with problems such as the improper use of resources,the aggravation of environment pollution,ect.After analyzing the situation and advantage of ocean economy development in Binhai New Area of Tianjin,this study discussed the resource and environment problem,which limited the region development.The causations were also revealed,including lack of scientific plan,the prominent management conflict and so on.Finally,suggestions were put forward to ensure the sustainable development of Binhai New Area,such as establishing overall policy-making mechanism for the continuous development of environment and economic,combining direct regulation with indirect regulation,controlling pollution and managing fishery scientifically by means of economic incentives,improving the ability of disaster prevention and so on.
