浙江省残疾人健身路径的现状与发展对策研究——以杭州市为例

Research on the Status and Development Strategies of Fitness Route for Disabled Persons in Zhejiang Province——taking Hangzhou city as example

为进一步保障残疾人参加体育活动的权力,实现残疾人事业与经济社会协调发展的目标,运用经济学、社会学等相关理论,采用文献资料、实证研究、数理统计等研究方法对杭州市的残疾人健身路径现状进行了调查研究。结果表明:杭州市残疾人健身路径尚不理想,尚无建设残疾人健身路径;70%以上的残疾人认为有必要在社区设置残疾人健身路径,55%以上的残疾人对目前没有专门的残疾人健身路径不满意;导致残疾人健身路径滞缓发展的主要因素有经济因素、社会因素、领导因素和认识因素。据此,有针对性地提出了完善经费保障机制,落实政策管理措施,营造良好的健身氛围,加强特殊体育指导,开发特制的健身器材等发展对策。

To further ensure disable person＇s participation in sport rights, realize the goal of coordinated development of the cause of the disabled together with the social and economic development, this study investigated the present situation of fitness routes for the disabled in Hangzhou by using the method of literature material,in-the-spot investigation and mathematical statistics based on researching and utilizing theories related to economic and the sociology. The results showed that the current fitness route construction in Hangzhou for disabled persons is unsatisfactory. There was no special fitness route. 70 % or more of disabled persons thought that it was necessary for the communities to Build fitness route for the disabled. 55% or more of disabled persons were not satisfied with fitness route for disabled persons. The factors that affect development of fitness routes for the disabled included economic,sociology,leadership and realization. In view of the problems showing in the survey, this essay offered some policy proposals concerning the fitness route for disabled persons such as perfecting the mechanism for ensuring continuing funding, carting out the policy management system, forming good fitness atmosphere, strengthening special sports guidance and developing special fitness equipment.
