The 12th five-year-plan period is an important historical turning point of Shanghai.During this period,Shanghai should change development momentum,transform economic structure,enhance urban functions,adjust social structure and integrate regional relations.Shanghai＇s development main line during 12th five-year-plan period should adhere to two main themes which are innovation and transformation.
