基于人类生态学理论分析的人才优先发展事业环境构筑

摘要 运用人类生态学、组织生态学理论,建立了人才种群的新概念,论述了人才种群的增长方式,得出了人才种群的发展取决于人才种群生态位及该生态位中资源的数量和有效性这两个基本因素的结论。进而对人才种群的生态位进行了分析,阐述了人才发展事业的环境,并提出作为制定和实施人才优先发展战略主体的政府,应注重于构筑有利于人才种群栖息的生态位的载体,特别在各类开发区、产业园区的建设上,应重视参照和学习硅谷模式。同时,提出改革和完善教育制度、创新人才人事制度、建立和培育人才市场、完善人才激励约束机制等人才(种群)优先发展生态化制度构建的建议。 On the strength of human ecology,organization ecology and other theories,the paper develops a new concept called talent population,illustrates its growth pattern,and comes to the conclusion that the development of talent population depends on two fundamental factors-the population's ecological niche and the resources' quantity and efficiency in the niche.Furthermore,it analyses the ecological niche of talent population,introduces the business environment for talent development.And think the government should pay attention to the construction of ecological niche for talent development,specially pay attention to various industrial zones and industrial park,should attach importance to the study reference and silicon valley.at the same time,think government should reform and improve our education system,and innovate the personnel system,and nurture talent market and improve human motivation restraining mechanism for talent(population) development.
