广东经济国际化正面对国际技术性贸易壁垒的严峻挑战,对我国传统制造业、食品生产业、高科技制造业产生了严重影响。广东应对国际技术性贸易壁垒存在局限性。贸易摩擦常态化折射出全球化进程中的利益博弈。只有积极反技术性贸易壁垒,才能保障广东创造走出国门。因此广东应以维护广东产业安全为核心,本着"整合资源,超前应对"的方针,采取预警为主,主动磋商、国内反制,民间化解、攻防兼备,区别对待的原则,发挥海关优势,建立国际产业竞争预警机制与体系,由贸促会扶持商会组建国际公平贸易促进联盟,建设贸易摩擦民间磋商机制,由科技厅资助产学研创新联盟展开跨国合作研制国际产业标准,建立内外经贸扶持政策的协调机制。

Guangdong is now facing the challenge of international technological trade-barrier, which brings about much influence on many export-oriented industries. By positively adopting the anti-trade-barrier measures Guangdong can ensure the route of out-going and growing export of domestic goods. It is also helpful to fully utilize such existing instrumental means and governmental agents as the trade-promoting associations and the governmental departments of science and technology to better the operation of overseas trade-fairs, establish consultation mechanisms and improve foreign trade in general.
