超越自我·清除障碍,才能从根本上把握我国纸业的发展战略

To Surpass Ourselves, Remove Obstacles to Grasp the Development Strategy of Chinese Paper Industry

作者提出了一些不同的观点：对于我国纸业不必去刻意追求什么“基础产业 ”和“国家战略地位 ”，应把战略基点放在市场上；我国纸业在“制度扭曲效应”下被严重扭曲产生了结构畸变， 要解决结构畸变问题， 必须清除“制度扭曲效应”的残余，即进行制度创新； 制度创新是在一个相对宽松、自由而有序的经济环境中， 通过市场自发地自然形成的。我国纸业只有在“林业、外资、民营”三方面“松绑”，提高经济自由度，加快市场化、国际化进程， 才能调整产业结构， 逐步实现我国纸业的现代化。

The author puts forward a certain fresh ideas:we should put initiatives on the market instead of pursing “basic industry” and “national strategic position”;China's paper industry is one that has been deformed greatly in the structure under the “system deforming effect”; to solve the problem of deformity, we must clear up the remains of the “system deforming effect”,i.e. carry out system innovation, and system innovation takes place automatically and spontaneously under a comparatively free and relax but orderly economic environment.
