右玉县家庭承包土地流转调查

The Investigation on Household Contract Land Transfer in Youyu County

对右玉县6个行政村家庭承包土地流转情况进行了调查,结果表明:家庭承包土地流转已经成为农村一个普遍的现象,6个村参与土地流转的耕地面积占其总耕地面积的20.19%,转出耕地的农户数量占其农户总数的24.59%;转包是农业欠发展农村土地流转的主要类型;农户流转入土地以后,还是以传统的农业生产为主,农业生产方式没有转变;土地流转管理目前还是空白。土地流转的原因有3个方面,即村民打工外出不能种地(最主要的原因);村民年老和死亡;家庭养殖业发展。与土地流转有关的两点政策问题值得思考和研究,即土地流转与农业之间补贴的关系;土地流转与土地退耕之间的关系。

The results of the household contract land transfer＇s investigation in six administrative villages in Youyu county are：The household land transfer already became a countryside widespreading phenomenon,transfered land in six village accounts for 20.19% of the total land,the farmer household concernning land transfer activity account for 24.59% of the total farmer household;Subcontracts is the predominant type of the land transfer in the villages of agriculture underdevelopment;After land transfer the farmer household conduct traditional agricultural production primarily;Land transfer management was blank.There were three reasons for land transfer：as villagers leaving home for working is the main reason,the villagers old age or death,and development of family animal raising enterprises.There were two policy questions attention needed：the relationship between the land transfer and the agricultural subsidy,and the relationship between the land transfer and the land reversion.
