Preliminary Research of Road Traffic Safety Management Planning

编制各级道路交通安全管理规划是解决道路交通安全问题的策略之一,如何编制道路交通安全管理规划成为当前面临的一大问题。通过对国内外道路交通安全管理规划的规划定位、编制机构和规划内容等几方面进行对比分析,总结我国道路交通安全管理规划编制过程中存在的问题和不足,提出系统性和统一性的道路交通安全管理规划思路,研究道路交通安全管理规划体系,以期能为我国道路交通安全管理规划的制定提供参考。

Constituting a road traffic safety management planning is one of the strategies to solve the road safety problems.But how to constitute the road traffic safety management planning is the major problem at present.The plan orientation,organization,contents of domestic and international road safety management plans are analyzed and the weakness of road traffic safety management planning in China is provided.The systemic and uniform planning orientation is proposed and the framework of the road safety management planning is given finally as a reference to the development of Chinese road safety management planning.
