健康教育与健康促进管理机制改革的试点探索

Pilot Study on Reform of Health Education and Promotion Management Mechanism

目的目前各地健康教育和健康促进工作的管理现状与"在各级政府的领导下,建立起以政府负责、部门配合、社会动员、群众参与、法律保障为特点的健康教育与健康促进工作体制和协调、高效的运行机制"的要求具有明显差距,对健康教育和健康促进工作的开展十分不利。本文通过对创新性建立的"自贡市城市社区健康教育工作管理机制"的试点探索,阐述健康教育与健康促进管理机制改革的必要性和重要性。

The requirement of establishing highly efficient health education and promotion system with the characteristics of government responsibility,sectoral cooperation,social mobilization,mass participation and legal support under the leadership of the governments at all levels in health education and promotion has not fully met in many areas,which would be a obstacle to in the performance of health education and promotion.This paper summaries the importance and necessity of the reform of health education and promotion management mechanism by introducing the pilot study of initiative establishment of urban community health education and promotion management mechanism in Zigong.
