摘要
我国公务人员日益膨胀、行政成本居高不下,有的地方负债累累,已经严重影响了经济发展和社会和谐。导致行政高成本高负债"公地悲剧"的主要原因在于现行的干部人事制度、收入分配制度以及行政经费预算和支出的不规范等。从根本上解决这一问题,应当改革现行的干部人事制度,完善公务人员产生、晋升、交流、退出等方面的机制;调整机关人员与社会其他阶层之间的收入分配关系,限制和取消制度之外的各种特殊权利,使行政经费预算和使用全过程透明化并进行控制、审计和监督;减少行政层级。
In China,the number of public servants has been increasing and the administration costs have been at a high level.As a result,some local governments are deep in debt.All this presents a threat to the economic development and social harmony.The major causes of such a "tragedy of the commons" lie in the current personnel system,income distribution system,and the control of administration budget and expenditures.In order to solve the problems,great efforts should be made in the following aspects.First,the current personnel system should be reformed to perfect the institutions for the recruitment,promotion,exchange and resignation of civil servants.Second,the relation of the distribution between civil servants and other social groups should be adjusted while reducing or cancelling special privileges not consistent with regulations.Finally,the budget and expenditure of administration expense should be transparent and put under the control and supervision of the public.
