从要素价格改革入手推进经济发展方式转变

Boosting Transformation of Development Mode from Reforming Factor Price

生产要素的价格扭曲,使我国产业结构畸形发展,不利于节能降耗和自主创新。以廉价生产要素投入的发展模式已不符合科学发展观要求,政府调整产业结构、推动经济发展方式转变,必须先理顺要素价格,正确处理好市场、企业和政府的主体功能作用、价格改革和抑制通胀、以及与财税制度改革的关系,及时推进要素价格改革,使我国经济由主要依靠增加生产要素投入向依靠科技进步、劳动者素质提高、管理创新的新型发展模式转变。推进过程中要统筹考虑价格改革的社会影响,采取循序渐进方式,做到成本低、震动小、效果好。

Price distortion of production factors leads to deformed development of China＇s industrial structure, unfavorable to energy saving and independent innovation. The development pattern with cheap production factors can not meet the requirements of the scien- tific development concept. In order to adjust industrial structure and promote the transformation of economic development patterns, the government should first sort out factor price, deal with the main function of market, enterprise, and government, price reform and infla- tion, and the relationship with tax reform, meanwhile, promote reform of factor price, advance the change of China＇s economic develop- ment pattern from depending upon increasing input of production factors to scientific improvement, improvement in the quality of work force, and management innovation. In this process, we should consider the social influence of price reform comprehensively, and take progressive way with low cost, small vibration and better effect.
