Public policy democratization analysis in the perspective of political opportunity structure

公共政策的民主化是当代政策研究的核心主题之一。政治机会结构反映了政治体系的开放性程度,在很大程度上制约了本质上属于政治过程的公共政策过程的多元参与程度。本文将通过对政策利益相关者的资源、政策场地与策略的分析,来探讨不同社会主体的政策参与能力问题。通过分析指出政府主导构建公平性的制度保障是保护弱势群体参与权利,提升公共政策民主化的必然选择。

The democratization of public policy is the core theme of contemporary policy research. Political opportunity structure reflects the open degree of political system, to a great extent, it restricts the pluralism participation level of public policy process with the essence of political process. This paper probes into the issue of policy participation ability of different social subjects through analyzing the resources, policy fields and strategies relevant to policy benefit. Based on the analysis, it considers that the system guarantee with fairness by government-oriented construction is the inevitable choice to protect vulnerable groups＇ participation rights and promote public policy democratization.
