On the Integration of Essentiality and Instrumentality of the Public Making of University's Administrative Information:A scientific Development Perspective

校务公开工作不仅是高等学校政治保障上的"体",还是其科学发展上的"用"。高等学校行政权力运行的公开透明,既是保证教育公益性质、预防教育腐败的必然诉求,也是集全校师生员工之智慧,谋求自身跨越性发展的必要途径。必须用科学发展观统领校务公开工作的全局,并将之看作是"体用合一"的产物,从"体"和"用"两个方面对校务公开工作进行解读和实践。

The opening up of the university＇ s administrative information to the public is not only essential to its political safeguard, but instrumental for its sustained development. In the meanwhile, it contributes to the university＇ s public service function, power-abuse prevention, and pooling the wisdom of the whole faculty and administrative clerks for striding development. In the process, the principle of scientific development perspective should be applied to direct the work of this kind. It should be considered as a natural consequence of the integration of its so-called essentiality and instrumentality, both aspects of which could be used to interpret and put into practice the publicity of the university administrative information.
