服务型社会治理模式下的公共决策价值取向

The Value Orientation of Public Decision-making in Service-oriented Governance Model

人类社会自从产生国家之后,经历了统治行政时期、管理行政时期和服务行政时期。每一次社会治理模式的变革都是一场公共行政上的革命,这些变革的理念重心从权力本位到权利本位,再到服务行政时期的服务本位。在这个过程中,价值因素一步步被引入到公共行政和公共决策中来,倍受重视。那么,历史语境中服务行政是如何发展而来的?服务行政中的公共决策有何特点?其价值取向又是什么?本文主要围绕这些问题来展开讨论。

Since entering the country, the human society has experienced the periods of rule administration, management administration and service administration. Every change in the community governance model was a revolution in public administration, and their focuses in service administration were changed from the concept of power - based to that of rights - based, and then to the service - based. In this process, the value factor was introduced to the public administration and public decision - making step by step. So, how did service administration develop？ What are the characteristics of public decision - making in service administration？ And what is its value proposition？ These issues will be discussed in this paper.
