当前中国地方政府竞争行为分析

Analysis of Competition Behaviors of Contemporary Chinese Local Governments

区域的竞争在一定程度上表现为地方政府的竞争。当前中国地方政府竞争可以归结为资源、政策、政绩、制度的竞争,其本质为资源和能力的竞争。本文认为,放权和渐进性制度改革、上级政府和辖区居民的考核、战略集群和资源退出机制等因素共同推动了当前中国地方政府竞争。而中央政府在土地、财政、选举、监督、户籍管理、绩效考核等方面的制度不健全以及相关法律的缺失,造成了地方政府竞争的失范与无序,因此必须从法律制度建设和竞争理念引导等方面加以规范,确保地方政府竞争真正落脚于公共管理和公共服务领域。

Contemporary Chinese local government competition may be summarized as competitions on resources, policies, political per- formance and institutions. Chinese local governments are essentially competing for resources and capabilities. China＇s power delegation reform, incremental institutional reform, appraisal pressure from higher level governments and local residents, strategic groups, and resource withdrawal mechanism are all incentives to facilitate contemporary local government competitions. However, system imperfections and the lack of relevant laws cause the anomie of local governments competition, as a result, legal constnlction and competition philosophy guidance must be resorted to the regularization of competition, and public managemcnt and public service - oriented local government competition should be guaranteed too.
