我国现阶段基本药物补偿模式分析

Analysis of Present Compensation Mode of Essential Medicine System in China

目的:探讨适合我国国情的基本药物补偿模式。方法:采用查阅文献的方法,对全国各地基本药物的补偿模式进行归纳总结,对比分析。结果:按基本药物"零差率"销售的补偿机制分类,各地实施基本药物制度的模式主要有收支两条线管理,多种渠道、多头补偿,以奖代补,政府全额补贴等4种方式。结论:确定基本药物目录和补偿的及时到位是实施基本药物制度的关键因素。

OBJECTIVE： To study the compensation mode of essential medicine system in line with the concrete situation of our country. METHODS： By reviewing literatures, the compensation modes of essential medicine system across the country were summarized and analyzed ccomparatively. RESULTS： According to the compensation mechanism of essential medicine zero profit, the main modes of essential medicine system had been executed in respect of income and expenses, including four ways, i.e. multi- ple channels, multiple compensation, rewards instead of compensation, full subsidies by govermnent. CONCLUSION： The key to implement essential medicine system is to define essential medicine list and timely effective compensation.
