Establish Medical Group Separate the Management from the Handling

镇江市组建的以江苏大学附属医院、镇江市第一人民医院为核心,以专科医院、社区卫生服务机构为成员的两大医疗集团,是实现管办分开、建立法人治理结构的载体。成立医疗集团理事会,理事会受政府委托履行"办医"职责;卫生行政部门主要承担"管医"职责,主要职能是对集团进行行业监管、资格准入、业务指导、行政执法等。两大医疗集团的组建已在合理调整布局结构、促进医院集约发展、方便群众就医等方面初见成效。

Zhenjiang has built two medical groups. The cores of the medical groups are subsidiary hospital of Jiangsu University and the first People＇s Hospital of Zhenjiang. The medical groups composed of the special hospital and the community health services institution, and can be regarded as the cartier of realizing to separate the management from the handling and establishing corporate governance structure. The medical groups＇ council is entrusted to perform the duty of ＂medical handling＂, Ministry of Health＇s administrative department mainly perform the duty of ＂medical management＂, Its functions are professional supervising the medical groups, qualification＇s admittance, operational guidance and executive law enforcement, etc. The preliminary results of establish the two medical groups were achieved, such as adjusting the layout structure reasonably, promoting hospital＇s intensive development, and providing convenience for the people to seek medical advice, etc.
