"河南公安精神"在2004年以来河南公安实践的基础上产生,但它在理论上绝对不是无本之木、无源之水。从宏观上看,"河南公安精神"带有人类历史上所有精神成果的特点;从中观上看,中华民族精神为"河南公安精神"提供丰富的营养;从微观上看,新时期人民警察精神和河南人的"三平精神"是"河南公安精神"直接的理论来源。
