摘要
目的:评价农村健康促进项目实施对贫困地区乡镇卫生院服务效能的影响,为改进乡镇卫生院的服务绩效提供政策建议。方法:对安徽和新疆的17家贫困地区乡镇卫生院在项目实施前(2004年)和实施后(2006年)的投入和产出指标进行回顾性调查,采取数据包络分析(DEA)方法进行评价。结果:项目使DEA有效和规模收益最佳的乡镇卫生院个数由2004年的10家上升到2006年的13家,增加了17.65个百分点。结论:农村健康促进项目对改善卫生院服务绩效起到了促进作用。
Objective： To assess the impact of implementing the project of health promotion on township health centers＇ performance in poor rural areas,and make policy suggestions to improve their performance.Methods：Indexes of input and output before and after the project been implemented in 17 township health centers from poor rural areas in Anhui and Xinjiang were retrospectively surveyed,and were evaluated by Data Envelopment Analysis（DEA）.Results：The number of township health centers with DEA validity and optimal gross profit changed from 10 in 2004 to 13 in 2006 after the project implementing.Conclusion：The project of health promotion played an important role in promoting township health centers＇ performance.
