华侨华人与《反分裂国家法》的酝酿、立法和颁行

Overseas Chinese and Deliberations,Legislation and Promulgation of the Anti-Secession Law

在《反分裂国家法》酝酿、立法、颁行的过程中,华侨华人做出了突出的贡献,如华侨华人早就有以立法遏制"台独"的倡议,并向温家宝总理提议,成为酝酿《反分裂国家法》的重要来源;《反分裂国家法》立法程序启动后,华侨华人统一认识,积极献言献策,力正视听,并见证了此法通过的历史时刻;《反分裂国家法》颁行后,华侨华人广泛拥护,对"台独"等各种分裂分子的行径进行了抨击,对华社①的不同意见进行交流,促进了国际社会和华社对此法的认同。

The overseas Chinese made outstanding contributions in the whole course of deliberations,legislation and promulgation of the Anti-Secession Law as embodied in the following:First,the overseas Chinese put forward very early on the proposal to curb 'Taiwan independence' by the legislative means and made the suggestion in Premier Wen Jiabao's presence,thus attracting attention from high authorities.Their efforts turned out to be one of the important sources of the deliberations on this law;Second,after the legislative process of the Anti-Secession Law was set in motion,the overseas Chinese made efforts to achieve a consensus,actively offered advice and ideas,tried their best to clarify matters to the public and witnessed the historical moment when this law was adopted;Third,the promulgation of the Anti-Secession Law received widespread support from overseas Chinese,who lashed out at the secessionist acts of 'Taiwan independence' elements,organized exchanges of different views in the overseas Chinese communities and helped promote identity of this law among the international community and the overseas Chinese community.
