摘要
多年来,新加坡政府高度重视卫生工作。建国之初就在总结各国经验教训的基础上,精心设计了一套既不同于欧洲高福利国家,又不同于美国的高度市场化、独具特色的医疗保健服务体系。在我国,建立以社区卫生服务为基础的新型城市卫生服务体系,对于深化医药卫生体制改革,有效缓解群众"看病难、看病贵",具有重要意义。学习新加坡经验,建立公立医院与城乡基层医疗卫生机构分工协作机制,从政策上引导居民利用社区卫生服务。
With many years,the Singapore government has taken the hygienic work as high level.At the beginning of the national founding,with the summary of various countries experience,they carefully designed a set of system with special characteristic which is not only different from high welfare-oriented in Europe,but also different from high market-oriented in US.In China,to establish new urban health service system based on community health service is very signif icant on the way to deepening medicine health system reform,alleviating the problems of ＂hard and expensive medical affairs＂.We should carefully study Singapore experience,and establish division and collaboration mechanism between public hospitals and countryside medical and healthcare organization,to lead people to use community healthare service according to the policy.
