The Exploration of Development on Science and Technology Human Resources in the 21st Century:Challenges and Practice in Germany

摘要 德国教育系统一直是支撑国家创新的重要引擎,但21世纪以来,德国在人才培养特别是在科技人力资源开发上面临诸多挑战。本文试从德国当前的"教育赤字"对国家创新能力的影响、科技人力资源总量、层次和结构以及人才流动性问题对德国科技人力资源开发所形成的挑战等方面进行探讨,着重介绍德国应对挑战的几项重大行动计划,以期对我国工程教育提供有益的启示。 German education system has been an important engine of national innovation system,but since the 21st century,Germany is facing many challenges in personnel training,especially in the development of science and technology human resource.This paper mainly discusses the impact of "education deficit" on national innovation capacity,and the challenges that the total amount,level and structure of science and technology human resources,and intelligent flow on the development of science and technology human resource in Germany.Finally,the paper presents some important plans against these challenges so as to shed light on engineering education in China.
