Research on Cooperative Decision Making of Public Organizations from the Perspective of Resource Dependence

公共组织之间的合作对于改善公共治理的绩效,弥合公共部门之间因为分隔而带来的裂痕至关重要。公共组织的合作决策受到组织内部、潜在合作对象以及宏观环境等诸多因素的共同影响,公共组织间的合作形成有赖于互动资源、政策资源以及结构资源的丰富程度。公共组织的合作决策目标是一个利益组合,这个利益组合是决策人、组织内部相关人、组织本身、关联组织以及公众以不同的形式进入公共组织决策过程的体现。

The cooperation among public organizations is either important to improve the performance of public organization,or the key to remedy the cracks between public departments caused by kinds of divisions.Cooperative decision making of public organizations is influenced by inner factors,potential cooperators and macro-environment.Cooperation among public organizations relies on the abundance of interaction resource,policy resource and structure resource.The object of cooperative decision making of public organizations is benefit package,which is the embodiment of such participants as decision-maker,interrelated persons,organization itself,outer related organizations and the public taking part in public organization decision making.
