摘要
鉴于海洋捕捞业的高风险特征,为了对我国渔业生产安全进行动态评价,综合考虑渔船安全和渔民安全两个方面,提出了渔业安全评价的综合指标体系,运用模糊集理论建立了渔业安全综合评价模型,并运用该模型对中国渔业互保协会1999—2008年所承保的渔业生产安全状况进行了评价。结果表明,该指标体系和评价模型是合理的、实用的,各级安全管理部门可以用来对渔业安全状况进行评估。
In view of high risk characteristics of fishing industry,a comprehensive evaluation index system of fishing industry safety,taking both the safety of fishing vessels and fishermen into account,is put forward to dynamically evaluate the safety situation of fishery production.A comprehensive fuzzy evaluation model of fishing industry safety is set up with fuzzy set theory.This model is applied to evaluate the safety situation of fishing industry underwritten by the China Fishery Mutual Insurance Association,1999—2008.Experience shows that the index system and the evaluation model are appropriate and practical and will be useful to safety management departments of fishing industry safety.
