摘要
通过对泉州市行政服务中心服务质量的问卷调查,描述分析了行政服务中心的服务质量,分析了服务型政府建设的影响因素,并提出相应的对策。结果表明,公民对其整体印象较好,办事效率的满意度较高。公务员素质是影响服务型政府建设的关键性因素,同时,制度也对服务型政府建设产生重要的影响,管理工具并不对其产生相应的影响。文章指出,建设服务型政府的重点是培育公务员的素质,尊重公务员公共服务的理想。
The paper, based on questionnaires, depicts the service quality of the Quanzhou Administration Service Center, analyzes the factors influencing the service-oriented government building and gives relevant solutions. The result shows that citizens have a general good impression on the center, and feel high satisfaction at its efficiency. The quality of civil servants is critical in the building of service-oriented government. At the same time, the institution rather than management tool makes a significant impact on the process of building. The paper points out that the emphasis of building a service-oriented government is to improve the quality of civil servants and to respect their ideal of public service.
