摘要
在一定程度上而言,全球气候治理是国家在气候问题领域进行的一种地缘政治博弈,但各国的博弈战略选择主要基于它们应对气候变化的脆弱性,以及相关的发展路径、社会经济结构和技术资金等非地理性地缘因素的考量。本文扼要论述了气候变化可能产生的地缘政治后果,以及基于脆弱性之上的气候地缘政治的非地理性质;在此基础上,分析了全球主要的气候谈判集团在以《联合国气候变化框架公约》为核心的全球气候治理中的政治立场,以此揭示气候地缘政治博弈的本质以及气候治理所面临的困境,并对摆脱困境的对策提出了一些思考。
The global climate governance,in a certain degree,is a geopolitical game among nations concerning the climate issue.However,each nation’s strategic choice is mainly based on its own evaluation of some important non-territorial geopolitical factors.This paper begins with a brief description of the possible geopolitical results brought about by climate change and the non-territorial nature of the geopolitics of climate.It then analyzes the political positions taken by the major global groups in the negotiations towards global climate governance framed within the United Nations Framework Convention on Climate Change,in order to reveal the nature of the geopolitical game in this filed.
