林农森林经营收入影响因素分析

Impact Factors Analysis on China’s Forest Farmer’s Forest Management Income in China

在对浙江省安吉县和重庆市巴南区调查的基础上,分析了影响林农森林经营收入的因素,并提出了提高林农森林经营收入的政策建议。认为林农森林经营收入的影响因素包括：林产品类型的选择、森林生产经营要素、区域林产品加工业的发展状况、政府的森林管理制度。建议政府推进非木质林产品生产,引导林业种植业结构调整,改革采伐管理制度,改革林业公共财税制度和林业金融制度,规范林地流转,加强技术指导和信息服务,发展林产品加工企业,带动林农增收。

This paper analyzed the characteristics of China＇s farmer＇s forest operating behavior and answered the which factors impact on farmer forest management income＇ basing on investigation in Anji county of Zhejiang Province and Ba＇nan district of Chongqing city and then take some policy advice to increase the income of farmers forest management.It indicate that the factors to impact on forest management income of china＇s forest farmers are：the choice of the type of forest products,the elements of forest production and operation,the region＇s forest products processing industry development,the Government＇s forest management system,It advised that Government must promote no-timber product and induce the structure adjusting,reform the logging management system,forestry public finance and taxation system,regulate forestland trade,establish the collective forest technical and information service system,promote the processing to increase the farmers＇ income of forest management.
