公共图书馆作为社会性的教育机构,文献资源建设要从以馆员为中心逐步转移到以读者为中心;要充分利用自身优势,发挥图书馆文化休闲功能;要加大社会服务力度,尤其应向社会弱势群体提供更多更好的服务;要从自身出发,切实提高公共图书馆的服务品质。

As a social educational institution,public library should build rich literature resources for the readers,and fully utilize its advantages to play its function of culture and leisure.It should increase social services,in particular to provide more and better services for the vulnerable groups,and effectively improve the quality of service of public library.
