摘要 我国农村学校布局调整历经二十多年,为提高办学效益、促进城乡教育均衡作出了较大贡献。但是在政策执行过程中,由于部分地区以完成学校布局规划为目的的教条化的撤点并校方式,使一部分农村中小学生的就学陷入新的困境。在涉及到切身利益时,学生家长与教育管理部门之间关于撤点并校的博弈行为逐渐突出。如何处理好二者之间的关系,在效率和公平之间寻求平衡,是社会与政策制定者需要思考的问题。 After 20 years' development,the layout and adjustment of rural school s have obtained a series of achievements.But in the specific implementation of the policy,the dogmatic way of removing and merging into a new school for the purpose of completing school layout project makes the education of some rural primary and middle school students fall into a new dilemma.When it comes to economic interests,the gambling behavior between students' parents and education authorities concerning with the phenomenon of removing and merging into a new school gradually becomes apparent.The way of dealing with the relationship between the two,and seeking a balance between efficiency and justice are the problems that social and policy makers need to think about.
