发展循环经济,建设节能环保型钢铁企业,应从污染预防、过程控制、末端治理、废物的资源化利用等全过程控制污染物产生和排放。包括采用大型设备,先进紧凑的生产工艺和技术以及清洁的原燃料和能源,减少污染物的产生量,从源头预防污染;在企业内部通过促进清洁生产,推进生态设计,合理利用资源和能源,实行工业污染全过程控制;通过采用先进的环境保护技术措施,实现污染物排放量的最小化;大力推进资源节约,实现钢铁企业固体废物资源化和高价值综合利用。
Building up energy-saving environmentally friendly iron & steel producers by developing cyclical economy must be carried out throughout the entire processes including pollution prevention, process control, final-point control, reutilizing of waste as resource, etc. to control generation and discharges of pollutants. The effective measures which can be taken include use of large-sized equipment, state-of-the-art and compact processes and technologies, and clean raw materials and fuels, energy to reduce the discharges of pollutants thus preventing pollution out of the sources; to promote clean production internally in the enterprise to carry out ecological designing, rationally utilize resources and energy, so as to realize through industrial pollution control; to adopt state-of-the-art environmental protection technologies and measures to minimize the discharge of pollutants; to implement resource saving to enable the steel industry to achieve value-added and comprehensive use of solid wastes as a resource within a steelworks.
