Rebutting a Viewpoint of Accidental Opportunity

针对安全事故是否发生在于"运气"的"事故机会观"在一些单位领导和员工中不同程度存在的状况,分析了事故机会观的本质,指出其可能产生的危害;分析了事故发生的机理,指出隐患的存在和失控才是事故发生的根本原因,强调了加强安全管理和履行岗位职责对防范事故的作用。

Whether some safety accidents are due to fortune or accidental opportunity? Different leaders and staffs have different attitudes.In this paper,the viewpoint of accidental opportunity is analyzed in nature,and some damage caused by this viewpoint is also presented;and then,the occurred mechanism of accidents is studied;moreover,it is pointed out that the basic reasons are hidden damage and out of control.So,safety management should be strengthened and post responsibility should be performed in order to avoid safety accident.
